It's difficult to understand what you mean and that's not your fault because phpBB permissions can be confusing however they are granular and there isn't very many situations where you can't do something you want to do.
If you gave them "Global moderator" permissions these are not forum moderator permissions, this gives moderator permissions for every forum they have access too. If that is what you are trying to achieve then nothing more to do. You would only need one group to make it "stealth"
For assigning moderators to specific forums and assuming you already have a group called Region1 and a forum named Region1. Go to the permissions tab and click the forum moderators link on left, on next page select the Region1 forum to set permissions.
On the next page on right hand side is two headings, the Groups heading has groups already added available to set permissions. The only groups that should appear here are ones you want to assign forum moderator permissions. The groups under the "Add Groups" have no permissions set which are effectively no permissions. Presuming you have not already added Region1 group highlight the Region1 group and click the add permissions button.
On the next page select a moderator role and click the apply all permissions button. Always use roles, if no role is available create or edit existing one.
You may want to repeat this process for "Group forum permissions" as stickies and some other features are set there.
As KevC mentioned if this is new forum you may want to be careful with so many forums unless you have reasonable expectation they are going to be used. The "If you build it they will come" idea doesn't work well with forums, it's best to start with handful of general forums and expand to more focused ones as needed.
